Bought A Pony Few Months Ago. Owners Gave Us nothing?

I bought a pony a few months ago from a lady south from us. Hes for doing BSJA and mainly show jumping.
So when i rode him to try him out he had very nice tack and loads of rugs.
However a freind of ours went to pick him up. They didnt even give him a headcollar to travel in !!!
We got an old saddle which was ripped and all the padding lost (i rode him in a different one when we went to try him). An old ripped saddle cloth. An old bridle which didnt even fit. No tendon boots that we rode in the frist time.
And ONE rug. This was in the middle of winter and i had ONE rug!? and all my other horses rugs were way to big so i had to go out and buy a load of extra stuff for him and he wasnt exactly cheap himseld!
she might of kept the other stuff for her other horses i understand that but her other horses were 16hh upwards.
And this pony is 14.2hh! I just dont undertsnad why they didnt even give us the option to maybe BUY the jumping saddle or buy the tendon boots or anything like that?
When ive sold horses in the past ive made sure they have everything they need with the horse.
Sheet/Rug/Blanket sizing? already asked this but.still confused?
i need to buy a new one, and they said take a tape meauser from the chest to the ****…i did and got 57 but he wears a 76!!!
i need to find one for my other horses and any one is good, i dont care if its heavy or lightwieght…just something to cover them for the winter…. {the basic reason we blanket them is to keep them clean when we cant bathe them, plus some of the horses are getting old!}
please explain EXACTLY how to size them and a good/cheap brand for blanket/rug/sheet and maybe a websitte to chek them out!
