Could my horse stay out all year round?

I have a 15.1 hh cob-type horse, he is out 24/7 at the moment…last year I brought him in during the winter,fed him and he went out during the day rugged.
But I would prefer to keep him out during winter this year as it is less work and cheaper, also he would be happier that way – I think.! He is only 4 and not that keen on being cooped up in a stable. Also he’s fat atm so is not fed anything.

Do I need a turnout blanket for my horse?

I have a 3 yr old hackney pony cross. I don’t have a stable for her. She does have a small lean to with no sides though. It gets really cold in winter around here and i was wondering if she needs a turnout blanket for the winter since shes out in the pasture all winter and what if she gets to hot in her blanket?
